Hi Folks:

This is just a note to let you know our understanding of the permit parking management process.

You should have all received a letter in the mail from Denise Hish. Denise is Golden’s Administrative Assistant to City Manager Mike Bestor. She will run the permit program, as she has for the High School area.

 

PLEASE SEND ME AN EMAIL IF YOU HAVE ANY SUGGESTIONS for the implementation or management of this system. Denise has experience with the High School permit area, but we have some different circumstances and we’d like to do everything possible to make it successful for everyone – us, the City, and the enforcement police.

I would suggest using email to the extent possible, but she’s very good about being available by phone. Please copy me on email requests to Denise so we can keep track of special circumstances that might lead to changes in how the system is managed.

RESIDENT PERMITS

The physical permits are color-coded and numbered. See the sample image art below. You affix it to the lower-left inside of your windshield in a manner described with the permit. Permits are good for one year, a different color each year, so that the enforcement police can easily spot out-of-date permits. The initial permits will be good until the end of 2011.

 

By default, Denise will distribute two permits for each household. You may need additional permits for various reasons, such as:

·  If you have three cars, you will need to request an additional permit.

·  If you get rid of a car and replace it with another car, you’ll need a replacement permit.

·  If you have a full-time service person such as a nanny, you will need an additional permit for that person’s vehicle.

For any of these circumstances, you should contact Denise to request additional permits.

 

GUEST PERMITS

If you also need a “Guest” permit, you should request that from Denise as well. Guest permits will be laminated in plastic and are displayed by laying it on the dashboard while the car is parked on the street. Please remember that you only need permits to park during the enforcement period, which is nominally 7am-4pm Mon-Fri during the school year (see below.) So dinner or evening visitors or guests do not need a permit.  Please note:  You will need to request guest permits from the city to facilitate service vehicles (plumbers, workmen, landscaping, etc.) since enforcement will ticket all vehicles without permit identification.  This is a change from our previous understanding. Probably each household will want to request such permits.

 

For other special circumstances, please contact Denise. For example, you have a card game with four other people at your house over lunch.

 

RENTERS’ PERMITS

If you are an owner or manager of rental units in the permit area, I would suggest that you manage the permits for your renters. That way, you are in charge of how many they need and you can replace permits when renters leave. Please contact Denise and let her know the address and that you’d like to manage your renters’ permits.

 

ENFORCEMENT PERIOD

The enforcement period for permitted parking is 7am-4pm M-F WHILE CSM IS IN SESSION. It is our understanding that there will be no enforcement during the summer or during semester breaks. We’ll post a schedule on the GHNA web site.

This will save time for you and for Denise.
